I am incredibly humbled and honored to have earned your trust to serve as your next Corpus Christi City Council representative for District 4!
First and foremost, I thank God for His guidance throughout this journey. To the voters, volunteers, and supporters who stood with us every step of the way, this victory belongs to YOU. Your dedication, prayers, and hard work made this possible, and I am forever grateful.
I also want to recognize my opponent, May Nardone Mendoza, and her team for their hard-fought campaign. Running for office takes courage and commitment, and I respect the passion she and her supporters brought to this race.
As I take on this responsibility, I promise to serve ALL of District 4 with integrity, transparency, and a steadfast commitment to our community. Together, we will work on the issues that matter most: improving our streets and drainage, lowering taxes and fees, and ensuring that your voice is heard at City Hall.

A Vision for District 4: Fighting for Lower Taxes, Better Infrastructure, and Strong Representation
As a proud candidate for Corpus Christi City Council District 4, I’ve had the honor of working alongside you for years helping our District or meeting you over the past few months. Walking through our neighborhoods, hearing your concerns, and learning about what truly matters to you has reaffirmed why I’m running: our District needs conservative common sense solutions, responsible fiscal policy, and a strong voice advocating for our needs. Together, we can make District 4 a place where families and businesses thrive!
Fighting for Lower Taxes and Fees
One of the most consistent concerns I’ve heard from residents is the rising burden of taxes and fees. As a homeowner, taxpayer and longtime member of our community, I understand firsthand the impact this has on families trying to make ends meet. That’s why I am committed to protecting your hard-earned dollars by eliminating wasteful spending and ensuring your money is used wisely.
We need a conservative, common-sense approach to our budget—one that prioritizes essential services while cutting out unnecessary expenditures. I will fight to stop tax increases and explore ways to lower existing fees. Our city government must live within its means, just like every hardworking family in our district does.
Building a Real Plan for Streets and Drainage
District 4’s streets and drainage systems are long overdue for repair and replacement. From pothole-filled roads to flooding during heavy rains, these problems aren’t just inconveniences—they’re issues that affect property values, safety, and quality of life.
For too long, we’ve seen temporary fixes instead of long-term solutions. That needs to change. I’ll push for a comprehensive infrastructure plan that prioritizes residential areas, focuses on high-need zones, and ensures that funds are spent effectively.
We’ll demand accountability for city contractors and establish clear timelines for repairs and upgrades. When you pay your taxes, you deserve to see real, tangible improvements in your streets and drainage systems. I’ll make sure that happens.
Bringing the Vision of District 4 to City Hall
Padre Island, Flour Bluff, Pharoah Valley and ALL of the neighborhoods that make up District 4 have unique needs and a shared vision: safe, vibrant communities where families and businesses can succeed. I’m here to ensure that your vision isn’t just talked about—it’s acted upon.
At City Hall, I will be a relentless advocate for District 4. Whether it’s ensuring the City works with major developments that directly benefit our entire community or protecting the natural beauty and charm of our neighborhoods, I’ll always put our district’s priorities first. I believe in listening to residents, building consensus, and fighting for what’s right.
Responsible Spending for a Thriving Future
A thriving community doesn’t just happen—it’s the result of careful planning and responsible leadership. Our city has tremendous potential for growth, but we need to ensure that growth is managed wisely. I’ll work to reduce unnecessary red tape and support local businesses, the backbone of our economy, so they can create more jobs and opportunities.
With a focus on fiscal responsibility, I’ll also advocate for transparency in how our tax dollars are spent. You deserve to know where your money is going, and I’ll make it my mission to ensure that every dollar is used effectively to improve our community.
We Should be Exploring Every Water Source Possible
I’ve heard from you the importance of securing a reliable and drought resistant/proof water supply for our community's future. Desalination presents a promising solution to address our water needs, especially given the limitations of surface water sources dependent on unpredictable rainfall.
I support the development of desalination as a means to provide a drought-resistant source of freshwater. However, it's essential that we pursue options capable of accommodating our long-term growth while adhering to environmental standards. The proposed Inner Harbor location, with its limited production capacity, may not sufficiently meet the expanding needs of our city. Therefore, I advocate for exploring alternative sites, particularly those with direct access to the Gulf, which could offer greater scalability and reduced environmental impact.
In addition to desalination, I believe in diversifying our water sources to enhance resilience. This includes exploring the use of effluent water for non-consumable purposes, which could be implemented relatively quickly, developing groundwater resources and addressing necessary repairs to our existing pipelines to reduce water loss. By adopting a comprehensive approach that combines desalination with other innovative water management strategies, we can ensure a stable and drought resistant/proof water future for Corpus Christi.

This runoff election is critical for the future of District 4. Early voting is underway, and Election Day is Saturday, December 14th. Your vote isn’t just about choosing a representative—it’s about choosing a vision for our district’s future.
I’m not running for office for personal gain. I’m running because I care deeply about our community and believe I have the skills, experience, and determination to make a real difference. Together, we can lower taxes, fix our streets, and ensure that District 4’s voice is heard loud and clear at City Hall.

About Kaylynn Paxson
Kaylynn Paxson was raised right here in Corpus Christi, where she fell in love with her city and the amazing people who make it a special and vibrant community. From an early age, Kaylynn was involved in serving this city through her participation in a crisis intervention ministry. This fueled her drive to help find ways to improve the quality of life and opportunities for whom she considers her neighbors: each community member.
As a leader in the hospitality industry, working as a director for several local service icons, she consistently pushed to promote the interests of our local businesses, recognizing the impact they have on the community.
"I truly value and appreciate the entrepreneurial spirit that has such a strong root in our community. In those leadership roles, it became very clear to me that we needed to find ways to improve the environment and our support for local small businesses. Success or failure in each of these businesses is more than whether a shop opens or closes; it impacts the lives of local families, their dreams, their investments, and the overall amenities of our area."
Having so much firsthand experience with the needs of the city, Paxson was determined to find a way to do her part to help create solutions by working together.
"Planning and being equipped is very important to me. I made the decision to pursue my education, focusing with intent on broadening my understanding and ability to serve, and gaining the training and tools that would specifically equip me to aid in providing the real help people need."
While determined to remain in her community, and work with the community to solve issues, she received her Bachelor's in Political Science and her Master's in Public Administration here at Texas A&M University – Corpus Christi. She is currently pursuing her PhD in Public Administration, focusing on Emergency Management, to be prepared to protect this district and our region from a variety of natural threats and vulnerabilities.
While actively pursuing her education, she became involved in local business associations and chambers of commerce. To further her opportunities to serve the community, she also joined several boards, committees, and organizations. She devoted her time on these committees to serve a variety of needs in the city, including advancing the conversation on homelessness, uniting efforts to support local business, and being very active and involved in the planning and strategizing of the future direction of this district. With her extensive education in Public Administration, and her proven results in years of public service, she currently works as the Director of Community Enrichment for a nearby municipality.
"I love serving communities and making a difference in people's lives. Having a 45-minute commute each morning is a small sacrifice to make when I know I can broaden my reach and help even more people in our region."
We are in a distinct time of growth and expansion in our district, and Paxson believes District 4 needs a representative who has proven their dedication and commitment to serve the interests of the district.
"I have no personal interest in my pursuit of public service. I have put in countless time, effort, dollars, and drive into making a difference in public service over the years. And now I want to take that a step further and represent this community as your next City Councilwoman for District 4. I believe it is vital that each member of this district has their vision for our future and be represented strongly in the direction that it grows; by applying focus and vision, I have witnessed the success and the opportunity for achieving our goals for District 4. I am committed to representing YOU at City Hall and will always bring you with me. My passion is my community; my strategy is to thrive and grow #together.
